Wirtschaftsstandort Österreich – von der "Überholspur" aufs "Abstellgleis"

Abstract

Die Stagnation der letzten Jahre löste in Österreich eine heftige Diskussion über eine eventuelle Verschlechterung der Standortqualität aus. Ein erheblicher Teil der Probleme ist dabei auf den Export zurückzuführen, der sich zu stark auf wenig dynamische Märkte und stagnierende Produktkategorien stützt. Das von der EU propagierte Konzept der "Smart Specialisation" wird zur Überwindung der österreichischen Probleme nicht ausreichen. Ergänzend zu einer weiteren Spezialisierung wird zur Überwindung der Pfadabhängigkeit von Produktion und Export eine Diversifikation auf solche Produkt-Markt-Kombinationen erforderlich sein, die dank spezifischer Voraussetzungen des Standortes eine Alleinstellungsposition auf den internationalen Märkten erreichen können. Dazu werden eine Umorientierung nicht bloß der Unternehmen, sondern auch der Politik – von der Bildungs- über die Forschungs- bis zur Wirtschafts- und Industriepolitik – und eine enge Zusammenarbeit dieser Politikbereiche unverzichtbar sein.
