Persistente Strukturprobleme trotz zutreffender Strukturprognosen

Abstract

Nach Jahren auf der "Überholspur" hat sich der Wachstumstrend der österreichischen Wirtschaft abgeflacht. Die Industrie- und Exportstruktur ist wenig dynamisch, die Innovationen lassen zu wünschen übrig, der Arbeitsmarkt leidet unter quantitativen und qualitativen Diskrepanzen, Staatshaushalt und Sozialversicherung unter Finanzierungsproblemen. Diese Probleme sind keineswegs neu, wurden aber früher durch das im Aufholprozess rasche Wachstum und die Übernahme ausländischer Innovationen überdeckt. Die Probleme wie ihre Verschärfung durch die Wachstumsverlangsamung wurden von der Wirtschaftsforschung zum größten Teil rechtzeitig erkannt. Politik und Wirtschaft gingen an ihre Lösung aber bloß halbherzig heran. Zu den möglichen Ursachen vor allem der Innovationsschwäche ist noch erheblicher Forschungsaufwand zu leisten.
