Erfolgsstrategien für die europäische Peripherie. Erkenntnisse für Südeuropa aus der Regionalökonomie

Abstract

In einer Währungsunion steht den Teilnehmerländern – ebenso wie produktivitätsschwachen Regionen innerhalb eines Landes – das in Krisenfällen wichtige Instrument der Währungsabwertung nicht zur Verfügung. Anhand dieser Analogie und auf Basis einer regionalökonomischen Analyse können Kriterien und Strategien für eine erfolgreiche Entwicklung der Krisenländer in der südeuropäischen Peripherie aufgezeigt werden. Ehemals schwache Regionen, deren Wett¬bewerbsfähigkeit sich mittelfristig verbessert hat, zeichnen sich durch eine höhere Investitions- und Innovationstätigkeit, einen höheren Industrialisierungs- und Bildungsgrad, jedoch nicht durch eine niedrigere Lohnquote aus als Regionen, für die ein solcher Aufstieg nicht zu beobachten war. Eine aktive und wachstumsorientierte Strategie für die betroffenen Euro-Länder muss daher insbesondere eine Steigerung der Produktivität anstreben statt auf Lohn- und Ausgabenkürzungen fokussiert zu sein.
