Empirische Bewertung der Fördertätigkeit des ERP-Fonds

Abstract

Mit den Schwerpunkten Regional- und Technologieförderung sowie Förderung kleiner und mittlerer Unternehmen in Industrie und Gewerbe ist der ERP-Fonds auf Bundesebene die größte Institution der direkten Wirtschaftsförderung in Österreich. Pro Jahr werden rund 200 geförderte Kredite für Investitionsprojekte vergeben, der Anteil an den gesamten Projektkosten stieg zwischen 1992 und 1995 von 35% auf knapp 55%. Anhand von sieben Unternehmenskennzahlen wurden für diesen Zeitraum die Auswirkungen der ERP-Förderung für Stichproben von geförderten und nicht geförderten Unternehmen aus der Bilanzdatenbank der OeNB evaluiert. Vom ERP geförderte Unternehmen entwickeln sich demnach in Hinblick auf Beschäftigung und Investitionsdynamik (statistisch signifikant) überdurchschnittlich.
