Abstract

Summary This study analyses the changes in efficiency of German savings banks between 1995 and 1999. For this study both the non-parametric Data Envelopment Analysis (DEA) and the Malmquist-Index are used. In prior research one of the main problems was the falsification of results through outliers. Due to an improved modelling of DEA, extraordinary effects were identified and eliminated. Between 1995 and 1999 the technological change in savings banks measured by the Malmquist-Index was +2.3%. During the same period the average total efficiency of the savings banks declined from 82.2% to 81.2%. This indicates that the technological improvement was not fully shared by many banks. Furthermore the gap between efficient and non-efficient savings banks has grown.
