The Influence of Cumulative Causation Process on Regional Divergence in Lithuania during 1995–2003

Abstract

Das Ziel dieses Beitrags ist es, die Prozesse der divergenten Entwicklung von Regionen in Litauen in der Periode zwischen 1995 und 2003 zu analysieren. Die Analyse wird anhand der Bewertung von interregionalen Stratifikationsparametern und -ursachen durchgeführt. Bei der Bewertung der divergenten Prozesse und der ungleichmäßigen Entwicklung von Regionen beschränken wir uns auf folgende Faktoren wie BIP, DAI und materielle Investitionen in einzelnen Regionen. Dabei stützt man sich auf die Theorie der ,,Cumulativen Causation‘‘ von Mydral-Kaldor. Aus der Situationsanalyse ergibt sich, dass die höheren Rückflüsse der Investitionen in die Ausbildung eher in wirtschaftlich stärkeren Regionen zu erwarten sind. Beim Streben, das Cumulative Causation Effekt zu kompensieren, stellt sich die partielle Intervention der Regierung als notwendig heraus. Die Aufgabe der Regierung besteht darin, in diejenigen Ausbildungsbereiche zu investieren, in welchen der Bedarf an Arbeitskräften am höchsten ist. Die mangelnden Qualifikationen von Arbeitnehmer/innen und die fehlenden Human Ressource sind die Ursache für wirtschaftliche Verluste und niedrige Arbeitsproduktivität in einzelnen Regionen.
