Les risques industriels et le prix des logements

Abstract

[spa] Los riesgos industriales y los precios de la vivienda. . El precio de la vivienda puede disminuir por encontrarse a proximidad de instalaciones industriales. Este efecto depende de la percepción del riesgo por parte de los vecinos y puede verse potencialmente modificado por ciertos elementos, como los planes de prevención de riesgos tecnológicos en Francia. El impacto de estos planes es difícil de estimar puesto que los planes implantados en zonas urbanizadas son recientes. Sin embargo, el análisis de otros eventos que también inciden en la percepcion del riesgo permite aportar unos primeros elementos de respuesta. Las tres zonas urbanizadas estudiadas se encuentran cerca de instalaciones industriales en las aglomeraciones francesas de Burdeos, Dunkerque y Rouen. El método de los precios hedónicos permite estimar el efecto de la proximidad de fábricas en el precio de la . vivienda. Los resultados sugieren que las diferencias de precio no se ven modificadas ni por los incidentes locales . ni por la catástrofe de AZF en Toulouse, ni por los dispositivos de información, ni por la instauracion de . un régimen de seguro contra catástrofes tecnológicas. Die Auswirkung solcher Pläne ist jedoch schwer einzuschätzen, da ihre Erstellung in urbanen Gebieten neueren Datums ist. Eine Analyse anderer Ereignisse, die die Wahrnehmung der Risiken verändert, kann jedoch erste Ansätze zur Beantwortung dieser Fragen liefern. [eng] The price of housing can decrease as a result of proximity to industrial facilities. This effect depends on the perception of risk by the local inhabitants and is therefore potentially modified by events which can change risk perception, for example the prevention plans for technological risks in France. The impact of these plans is difficult to estimate, because those put in place in built‑up areas are recent. However, by analysing other events that modify the perception of risk we can put forward some initial suggestions. The three built‑up urban areas studied are located close to industrial facilities in three major conurbations in France, in Bordeaux, Dunkerque and Rouen. Usng the hedonic price method we were able to estimate the effect of the proximity of factories on housing prices. Results suggest that differences in price were not affected by local incidents, nor by the AZF disaster, nor by information provision, nor by the introduction of the technological disasters insurance regime. Cet effet dépend de la perception du risque par les riverains et est donc potentiellement modifié par des événements changeant la perception du risque, tels que les plans de prévention . des risques technologiques en France. L’impact de ces plans est difficile à estimer, car les plans mis en oeuvre en zones urbanisées sont récents. Cependant, l’analyse d’autres événements modifiant la perception du risque permet d’apporter des premiers éléments de réponse. Les trois zones urbanisées étudiées sont situées à proximité d’installations industrielles dans les agglomérations françaises de Bordeaux, Dunkerque et Rouen. La méthode des prix hédoniques permet d’estimer l’effet de la proximité des usines sur les prix des logements. Les résultats suggèrent que les écarts de prix ne sont modifiés ni par les incidents locaux, ni par la catastrophe d’AZF, ni par les dispositifs d’information, ni par la mise en place du régime d’assurance des catastrophes technologiques.
