Kiáramlás a munkanélküli-segélyezettek közül
[Outflows from Insured Unemployment in Hungary]

Abstract

1992 óta Magyarországon a regisztrált munkanélküliek létszáma meghaladja a munkaerő-állomány 10 százalékát, ugyanakkor kevés ismerettel rendelkezünk azokról a munkaerő-piaci áramlásokról, melyek eredőjeképp ez a munkanélküli-állomány kialakul. A szerzők a segélyezett munkanélküliek köréből történő kiáramlást vizsgálják egy mintegy 40 ezer főt felölelő minta felhasználásával, melyet a munkanélküli-segélyrendszer számítógépes nyilvántartásából választottak ki. Kiemeli, hogy Magyarországon a munkanélküliségből való kiáramlás nemzetközi összehasonlításban igen alacsony mértékű, és ebben keresendő a munkanélküli-állomány elmúlt években tapasztalt növekedésének fő oka. A sok esetben hosszú segélyjogosultság ellenére a munkanélküli regiszterből való kilépés leggyakoribb oka a kimerítés. A szerzők bemutatják, hogy milyen ütemben hagyja el a segélyezett állományt a mintát alkotó kohorsz (az 1992 márciusában belépők), és hogyan alakul a kilépés valószínűsége a munkanélküliség időtartamának függvényében. Ezután azt vizsgálják meg, hogy a munkanélküliek személyes jellemzői és lakóhelye hogyan befolyásolják az újraelhelyezkedés és egyes munkaerő-piaci programokba való bekapcsolódás esélyét. Végül néhány következtetést fogalmaznak meg, melyek megítélésük szerint érdeklődésre tarthatnak számot a foglalkoztatáspolitika és a további kutatások szemszögéből.
