Munkanélküliek álláskeresési magatartása
[Job-searching behaviour of the unemployed]

Abstract

A tanulmány a magyar munkanélküliek álláskeresési magatartását elemzi a magyar háztartáspanel adataira támaszkodva. Először megvizsgálja a munkanélküliek jövedelmeinek a rezervációs bérre (elfogadási bérküszöbre), majd az álláskeresés intenzitására gyakorolt hatását, végül a rezervációs bér és a keresési intenzitás, valamint a jövedelmek elhelyezkedési esélyekkel kapcsolatos szerepét. Az eredmények arra utalnak, hogy a munkanélküli-segély és az egyéb nem munkából származó jövedelem emeli a munkanélküliek rezervációs bérét, ami kedvezőtlenül befolyásolhatja elhelyezkedési esélyeiket. Ezt azonban ellensúlyozhatja a munkanélküli-segélynek a keresési intenzitásra gyakorolt hatása; magasabb segélyek ugyanis intenzívebb álláskereséssel járnak együtt. Megállapíthatjuk továbbá, hogy magasabb rezervációs bér mellett az elhelyezkedési esélyek csökkennek, az intenzívebb keresés eredményeként viszont nőnek, ugyanakkor mind a munkanélküli-segély, mind az egyéb, nem munkából származó jövedelem emelkedése javítja az újraelhelyezkedés valószínűségét. Foglalkoztatáspolitikai szempontból két következtetést vonhatunk le: 1. mivel bőkezűbb segélyezés mellett az elhelyezkedési esélyek javulnak, magasabb segély csökkentheti a munkanélküliség nettó költségét, 2. mivel az egyéb, nem munkából származó jövedelem hatása ugyancsak pozitív, a segélyrendszer működésének értékeléséhez a munkanélküli egyének háztartásainak jövedelmét is ismernünk kell.
