Arbeitsmarktpolitik: Vom Arbeitslosen zur Fachkraft

Abstract

Mit der Förderung der Weiterbildung von Arbeitslosen steht der Arbeitsmarktpolitik ein Instrument zur Verfügung, mit dem auch auf einen wachsenden Fachkräftebedarf reagiert werden kann. Derartige Maßnahmen lassen sich in zwei Gruppen einteilen: Zur ersten gehören berufliche Weiterbildungen mit einem Abschluss in einem anerkannten Ausbildungsberuf und andere Maßnahmen zur Qualifikationserweiterung. In die zweite Kategorie fallen sonstige berufliche Weiterbildungsmaßnahmen wie das Nachholen einer Abschlussprüfung, berufsbezogene übergreifende Weiterbildungen, berufliche Aufstiegsweiterbildungen oder Qualifizierungen in Übungsfirmen oder Übungswerkstätten. Der Beitrag gibt einen Überblick über die Zugänge in Maßnahmen der beruflichen Weiterbildung und untersucht, inwieweit die Zielsetzungen 'Eigenverantwortung stärken', 'Rückkehr erleichtern', 'Erwerbslosigkeit verhindern' und 'Fachkräftemangel therapieren' erreicht wurden. Der Autor plädiert dafür, Weiterbildungsmaßnahmen zur Verbesserung individueller Beschäftigungschancen von Arbeitslosen insbesondere dann einzusetzen, wenn die Konjunktur an weniger qualifizierten Arbeitnehmergruppen vorbeigeht. Durch eine derartige Einbeziehung von Gruppen, die ansonsten in der Weiterbildung eher unterrepräsentiert sind, kann auch ein Beitrag zur Deckung des Fachkräftebedarfs geleistet werden. (IAB)
