Il "welfare bilaterale" e i suoi effetti sull?occupazione

Abstract

Tra le politiche sociali finanziate dalle imprese su base volontaria, il "welfare bilaterale" comprende l?insieme dei programmi contrattati tra imprese e sindacati a livello aziendale o, pi? frequentemente, settoriale, e gestiti congiuntamente dalle parti sociali attraverso fondi bilaterali. Per una valutazione economica del welfare bilaterale ? decisivo indagare i suoi effetti sull?occupazione, un aspetto fin qui poco considerato. In questo lavoro, riprendendo gli insegnamenti della letteratura relativa all?incidenza della tassazione sul lavoro, si argomenta che i fondi bilaterali settoriali possono rappresentare, sotto determinate condizioni, uno strumento istituzionale che favorisce l?internalizzazione del legame tra contributi sociali e benefit da parte del sindacato. Ci? implica che, pi? facilmente di quanto accada nel caso di una politica pubblica, il costo del finanziamento dei benefit pu? essere ripartito tra imprese e lavoratori, mediante una riduzione delle richieste sindacali nella contrattazione salariale. Di conseguenza, tale costo non va per intero ad aumentare il costo del lavoro e non esercita l?effetto negativo sul livello di occupazione che altrimenti determinerebbe. Tuttavia, a questo scopo ? rilevante l?esatto profilo istituzionale dei fondi. In particolare, si argomenta che l?internalizzazione si verifica se i fondi settoriali bilaterali sono sufficientemente autonomi dall?interferenza del governo.
