Public Health Information Transparency:Analysis of Managers’ Perceptions in Light of the Data and Information Available on Official Portals

Abstract

This paper investigated, through a survey, the level of healthcare managers’ perceptions of the information and data contained in official transparency portals, based on the attributes of transparent information. The theoretical framework reported on literature relating to Public Transparency, Public Health in Brazil, the use of Information Technology, and Public Governance. A 141-question survey was developed and applied in 2024, comprising open and closed questions, and addressed to 185 managers. The study was characterised as descriptive, cross-sectional and ex post facto. Responses were subjected to statistical treatment exploratory factor analysis, alpha Crombach test, principal component analysis (PCA), eigenvalue and variance. Survey results offer an initial diagnosis which can support the improvement of routines and the direction of actions towards fragile areas. Research results indicates the need to adopt transparency measures, provide training, and improve systems, which can enable greater social participation and enhancements in governance and decision-making.
