Straßen marode, Brücken gesperrt: Eine Bestandsaufnahme zum Thema öffentliche Infrastrukturinvestitionen in Deutschland

Abstract

Im Zeitraum 1992 bis 2005 waren die öffentlichen nfrastrukturinvestitionen in Deutschland rückläufig, danach stiegen sie wieder leicht an. Es stellt sich daher die Frage, ob es sich bei dem Rückgang um eine für entwickelte Volkswirtschaften wie Deutschland typische und deshalb „quasi-natürliche“ Entwicklung oder um eine bewusste oder unbewusste Folge wirtschafts- und finanzpolitischer Entscheidungen handelt. Das IFO INSTITUT, Niederlassung Dresden hat zur Beantwortung dieser Frage im Auftrag des BUNDESMINISTERIUMS FÜR WIRTSCHAFT UND TECHNOLOGIE ein Kurzgutachten gefertigt. Verschiedene Faktoren, wie Sättigungseffekte, sprechen für eine wirtschaftspolitisch eher unbedenkliche Entwicklung. Einige Aspekte hingegen, wie die teils angespannte Finanzlage der Kommunen, bieten der Politik dennoch Ansatzpunkte, um die Investitionstätigkeit anzuregen. Der Artikel fasst das Kurzgutachten zusammen.
