Real options, housing price risk, and urban sprawl: A case study of the Toronto census metropolitan area using remotely sensed data, 1986–2016

Abstract

What is the role of housing price risk in explaining the timing and the extent to which development sprawls at the urban fringe? Price risks create a real option, which incentivizes developers to delay development, thereby slowing down urban sprawl. We interpret satellite imageries of Toronto in 1986–2016 and match the changes in land‐use/cover with residents' socioe‐conomic status as well as price and risk data. We find that higher‐risk areas experienced 3–5 percentage points slower growth in urban coverage in 1986–2016; if policy is to stabilize price risk, urban coverage could have increased by 7.02–9.79%. ¿Qué papel desempeña el riesgo del precio de la vivienda a la hora de explicar el momento y el grado de dispersión del desarrollo en la periferia urbana? Los riesgos de precios crean una opción real, que incentiva a los promotores a retrasar el desarrollo, frenando así la dispersión urbana. Se interpretaron imágenes satelitales de Toronto de 1986‐2016 y se cotejaron los cambios en el uso/cobertura del suelo con el estatus socioeconómico de los residentes, así como con los datos de precios y riesgos. Se encontró que las zonas de mayor riesgo experimentaron un crecimiento entre 3 y 5 puntos porcentuales más lento en la cobertura urbana entre 1986 y 2016, pero si la política hubiera sido estabilizar el riesgo de los precios, la cobertura urbana podría haber aumentado entre un 7,02 y un 9,79%. 都市の周辺地域における開発によるスプロール化の時期と程度を説明するうえで、住宅価格のリスクはどのような役割を果たすのだろうか。価格リスクは、デベロッパーに開発を遅らせる動機を与え、それによって都市のスプロール化を遅らせるという、現実的な選択肢を生み出す。1986~2016年のトロントの衛星画像を分析し、土地利用/土地被覆の変化を、住民の社会経済的状況、価格、リスクデータに照らし合わせる。リスクの高い地域では、1986~2016年に都市部の成長率が3~5%ポイント低下したことがわかった。しかし、価格リスクを安定させる政策があれば、都市の被覆率は7.02~9.79%増加する可能性がある。
