Wirkungsanalyse in der Bundesagentur für Arbeit : Konzeption, Datenbasis und ausgewählte Befunde
Abstract
"In der Bundesagentur für Arbeit (BA) wird derzeit ein System der quantitativen Wirkungsanalyse arbeitsmarktpolitischer Maßnahmen entwickelt, das in Zukunft die operative Steuerung unterstützen soll. Wichtiger Bestandteil ist die neu aufgebaute Datenbank des Projektes 'Treatment Effects and Prediction' (TrEffeR). Der Beitrag verdeutlicht das Potenzial dieser Datenbank anhand der retrospektiven Auswertung einer Zehn-Prozent-Stichprobe. Betrachtet werden Personen, die im zweiten Halbjahr 2002 an einer der quantitativ bedeutsameren Maßnahmen aktiver Arbeitsmarktpolitik teilgenommen haben. Die Ergebnisse eines Propensity-Score-Matching deuten darauf hin, dass insbesondere Eingliederungszuschüsse sowie das Überbrückungsgeld dazu beitragen konnten, dass die Geförderten in der Folge seltener arbeitslos waren als eine Vergleichsgruppe nie oder erst später geförderter Personen."
