Description: This is the Working Paper Series of the Peterson Institute for International Economics, formerly the Institute for International Economics. In 1994 the Institute launched a series of working papers. The series is intended to convey the preliminary results of our ongoing research. The research described in these papers is preliminary and has not gone through the usual review process for Institute publications. The views expressed in these papers are those of the authors and do not necessarily reflect the views of the individual members of the Institute's Board or Advisory Committee.
