Der Einfluss von Anbieterstrukturen auf Mietwohnungspreise: Theoretische Überlegungen und empirischer Ansatz

Abstract

Während in der ökonomischen Literatur Immobilienpreise hauptsächlich mit Ausstattungsmerkmalen erklärt werden, wird die Frage nach dem Einfluss der Anbieterform erstaunlich selten gestellt. Dies ist umso bemerkenswerter, da Anbietereinflüsse in öffentlichen Debatten, z.B. über die Enteignung großer Wohnungskonzerne, eine große Bedeutung haben. Dieses Arbeitspapier untersucht daher den Einfluss von Anbieterstrukturen auf Mietwohnungspreise. Dazu werden zunächst theoretische Überlegungen angestellt, inwiefern bestimmte Anbieterformen preisdämpfende oder -erhöhende Wirkungen haben könnten. Anschließend wird unter Verwendung von Empirica-Angebotsdaten gezeigt, dass Wohnungsgenossenschaften, staatliche und gemeinnützige Vermieter unter vergleichbaren Qualitäts- und Lagemerkmalen ihre Wohnungen zu niedrigeren Mieten anbieten als gewerbliche Wohnungsunternehmen. Letztere weisen hingegen keine großen Preisunterschiede zu privaten Vermietern auf.
