Wirkung von Straßenbenutzungsabgaben auf die Wohlfahrt von Berufspendlern: Eine empirische Analyse

Abstract

Über die Einführung von Straßenbenutzungsabgaben (Road Pricing) als ein Beitrag zur Lösung der (Straßen-)Verkehrsprobleme in städtischen Ballungsräumen wird zur Zeit in der Verkehrswissenschaft und -politik recht intensiv diskutiert. Dabei rücken immer mehr Fragen nach der gesellschaftlichen und politischen Akzeptanz von Road Pricing-Systemen in den Mittelpunkt des Interesses, da sie wichtige Voraussetzungen für eine erfolgreiche Implementierung sind. Eine zentrale Frage in diesem Zusammenhang ist die nach den Verteilungswirkungen. Wer gewinnt und wer verliert bei der Einführung von Straßenbenutzungsabgaben und wie groß sind die Gewinne bzw. Verluste? In dieser Untersuchung wird dieser Frage exemplarisch für die Gruppe der Berufspendler nachgegangen. Gestützt auf Daten aus Dresden wird dazu ein binäres Logitmodell aufgestellt und ökonometrisch geschätzt. Mit Hilfe des geschätzten Modells erfolgt dann die Berechnung der Wohlfahrts- und Verteilungswirkungen einer Straßenbenutzungsabgabe für verschiedene Gruppen von Berufspendlern.
