Die Entwicklung der Jugendarbeitslosigkeit im Arbeitsagenturbezirk Siegen im Zeitraum 2007 bis 2010

Abstract

"Gegenstand der Untersuchung ist die Entwicklung der Jugendarbeitslosigkeit im Arbeitsagenturbezirk Siegen. Um das Ausmaß und den Verlauf der Arbeitslosigkeit sowie der Beschäftigung der Jugendlichen einordnen zu können, werden zunächst die wichtigsten Fakten zu diesem regionalen Arbeitsmarkt dargestellt. Dabei wird deutlich, dass die Arbeitslosenquote der 15- bis 24-Jährigen in dieser Region im Vergleich zum nordrhein-westfälischen Durchschnitt deutlich geringer ausfällt. Auffällig sind allerdings die relativ starken Anstiege sowie Rückgänge im Bestand der Jugendarbeitslosigkeit in den Jahren 2007 bis 2010. Während die Beschäftigung und die Arbeitslosigkeit für die 15- bis 19-Jährigen in diesem Zeitraum nahezu konstant verliefen, kam es insbesondere bei den 20- bis 24- Jährigen zu vergleichsweise starken Schwankungen. Die zeitliche Entwicklung der Jugendarbeitslosigkeit im Arbeitsagenturbezirk Siegen wird mit Bezug zur einschlägigen Fachliteratur anhand individueller, struktureller und konjunktureller Faktoren untersucht. Demnach besteht ein positiver Zusammenhang zwischen der Jugendarbeitslosigkeit und dem Eintritt stark besetzter jüngerer Alterskohorten in den regionalen Arbeitsmarkt. Mit der steigenden Zahl an Schulabsolventen erhöhte sich zunächst die Beschäftigung im Zeitraum von 2007 bis 2008, allerdings nahm in der zweiten Jahreshälfte 2008 auch die Arbeitslosigkeit unter den Jugendlichen zu. Durch die Finanz- und Wirtschaftskrise und aufgrund der relativ starken Exportabhängigkeit der Kreise Olpe und Siegen-Wittgenstein wurden ab dem 4. Quartal 2008 Arbeitsplätze insbesondere im verarbeitenden Gewerbe abgebaut. Als Ergebnis dieser Entwicklung stieg die Jugendarbeitslosigkeit an, wobei sich die Zunahme nahezu ausschließlich auf die 20- bis 24-Jährigen konzentriert. Mit Erholung der konjunkturellen Lage hat sich die Situation auf dem Arbeitsmarkt für Jugendliche wieder verbessert. In den vergangenen zwölf Monaten haben sich die Arbeitslosenquoten für Jugendliche in den Kreisen Olpe und Siegen-Wittgenstein deutlich reduziert. Im September 2010 lag die Jugendarbeitslosenquote im Kreis Olpe bei 4,9 Prozent bzw. im Kreis Siegen-Wittgenstein bei 5,9 Prozent und damit um fast 3 bzw. 2 Prozentpunkte unter dem nordrhein-westfälischen Durchschnitt."
