Regionale Arbeitskräftemobilität: Bundesweite Trends und aktuelle Befunde für Schleswig-Holstein

Abstract

"Ziel der Studie ist es, aktuelle Befunde über die Tendenzen der Arbeitskräftewanderungen in Deutschland und Schleswig-Holstein in unterschiedlichen Qualifikationssegmenten zu geben. Im Zeitraum von 2000 bis 2006 hat Schleswig-Holstein rund 13.300 Beschäftigte mehr durch Zuwanderung gewonnen als durch Abwanderung verloren. Mit einer durchschnittlichen Nettomigrationsquote von 4,2 + fallen die Wanderungsgewinne damit - gemessen an der Größe des regionalen Arbeitsmarktes - höher aus als in fast allen anderen Bundesländern. Lediglich Brandenburg erzielte eine stärkere Nettozuwanderung. Schleswig-Holstein ist vergleichsweise stark in die Ost-West-Wanderung von Arbeitskräften eingebunden. Gemessen an der Größe des regionalen Arbeitsmarktes partizipiert das Bundesland weit überproportional an den entsprechenden Wanderungsströmen. Dies gilt sowohl für die Wanderungsströme aus Ostdeutschland in den Westen des Bundesgebietes als auch für die Abwanderung von westdeutschen Arbeitskräften in die neuen Bundesländer. Wie der Gesamtsaldo ist auch der Saldo der Ost-West-Wanderungen für Schleswig-Holstein erwartungsgemäß positiv. Fast 40 % des Gesamtwanderungsüberschusses des Landes basiert auf der positiven Bilanz gegenüber den ostdeutschen Bundesländern. Der überwiegende Teil der Wanderungsgewinne Schleswig-Holsteins geht damit auf die Zuwanderung aus anderen westdeutschen Bundesländern zurück - Hamburg dürfte in diesem Zusammenhang aufgrund der Suburbanisierung eine zentrale Rolle zukommen. Die Wanderungsbilanzen Schleswig-Holsteins fallen auf allen Qualifikationsniveaus über den gesamten Beobachtungszeitraum hinweg positiv aus. Zwischen den Qualifikationsebenen bestehen aber zum Teil erhebliche Unterschiede in der Höhe des relativen Wanderungssaldos." (Textauszug, IAB-Doku)
