Regionale Arbeitskräftemobilität: Bundesweite Trends und aktuelle Befunde für Mecklenburg-Vorpommern

Abstract

"Im Rahmen dieser Studie untersuchen wir die aktuellen Tendenzen der Binnenwanderungen in Deutschland und Mecklenburg-Vorpommern in unterschiedlichen Qualifikationssegmenten. Die Analyse der regionalen Arbeitskräftemobilität ist wie folgt aufgebaut. Im zweiten Abschnitt werden zunächst die der Untersuchung zugrunde liegenden Datenquellen und einige grundsätzliche methodische Konzepte beschrieben. Im dritten Abschnitt werden die empirischen Resultate vorgestellt. Zur Einordnung unserer aktuellen Befunde skizzieren wir einleitend kurz die grundsätzlichen Entwicklungstendenzen des Wanderungsgeschehens in Deutschland seit Anfang der 1990er Jahre. Anschließend konzentrieren wir uns auf den Zeitraum 2000-2006 und die Mobilität von Beschäftigten. Nach einer Darstellung der Gesamtwanderungsbilanz auf der Kreisebene und für verschiedene siedlungsstrukturelle Gebietstypen, erfolgt eine detaillierte Untersuchung der Wanderungsbewegungen zwischen Ost- und Westdeutschland. Betrachtet werden in diesem Zusammenhang auch Unterschiede zwischen den Qualifikationsgruppen, siedlungsstrukturelle Aspekte und die vorrangigen Herkunfts- und Zielregionen der Ost-West-Wanderung. Nach einer Zusammenfassung der zentralen Ergebnisse auf der Bundesländerebene, untersuchen wir abschließend das Wanderungsgeschehen in Mecklenburg-Vorpommern. Neben Befunden für das Bundesland insgesamt werden detaillierte Resultate für die Kreise und kreisfreien Städte des Landes präsentiert. Um weiteren Aufschluss über den mit der Mobilität verbundenen Humankapitalverlust Mecklenburg-Vorpommerns und seiner Regionen zu erhalten, findet auch hier stets die Qualifikationsstruktur der mobilen Arbeitskräfte Berücksichtigung. Im vierten Abschnitt erfolgen eine Zusammenfassung der zentralen Ergebnisse und eine Diskussion der sich daraus ergebenden Konsequenzen für die Wachstums- und Arbeitsmarktaussichten Mecklenburg-Vorpommerns."
