Die Integrationsbemühungen der Türkei aus ökonomischer Sicht

Abstract

Die vorliegende Arbeit soll einige ausgewählte Aspekte der Bemühungen der Türkei zur Integration mit der Europäischen Union aus ökonomischer Sicht darstellen. Die nunmehr Jahrzehnte andauernden Gespräche über eine Vollmitgliedschaft der Türkei in der EWG bzw. EU wurden durch die Anerkennung der Türkei als Beitrittskandidat während der Sitzung des Europäischen Rates in Helsinki Dezember 1999 konkretisiert. Damit einhergehend steht die Erfüllung der politischen und ökonomischen Kopenhagener Kriterien noch dringlicher im Mittelpunkt. Seit dem ersten Regelmäßigen Bericht 1998 hat die Türkei einige Fortschritte besonders im mikroökonomischen Bereich erzielt. Jedoch zeigen die letzten beiden Finanz- und Währungskrisen, wie instabil und reformbedürftig das türkische Wirtschaftssystem immer noch ist. Das Kriterium einer funktionierenden Markwirtschaft erfüllt die Türkei noch nicht hinreichend. Auch ihre Fähigkeit, dem Wettbewerbsdruck und den Marktkräften innerhalb der Union standzuhalten ist derzeitig gering. Bei einem Beginn der Verhandlungen im Herbst 2004 wird ein Beitritt der Türkei zur Union nicht vor 2010 gesehen. Die verbleibende Zeit will, vor dem Hintergrund der anstehenden Herausforderungen, die auf beide Seiten zukommen werden, gut genutzt sein. Als ein großes Agrarland mit mehr Beschäftigten im Agrarsektor als in der gesamten EU-15 wird die Türkei durch die Übernahme der Gemeinsamen Agrarpolitik (GAP) mit umfangreichen Anpassungsproblemen konfrontiert sein, die durch vorlaufende Mechanismen der Anpassung mit der EU ausgeglichen werden könnten.
