Abstract

Plus nombreuses à travailler dans la fonction publique que dans le secteur privé, les femmes y sont en moyenne moins payées que les hommes, même si l'écart de salaires y est un peu plus resserré que dans le secteur privé. L'analyse de ces écarts de salaire repose le plus souvent sur la comparaison des moyennes des salaires horaires, sans prise en compte d'effets de structure à l'exception des différences de temps de travail. Une partie des inégalités provient du fait qu'hommes et femmes diffèrent en termes d'âge, d'ancienneté, mais aussi dans les emplois occupés ou les positions atteintes. Pour appréhender ces inégalités, il faut donc passer du constat des différences de salaires moyens à l'analyse des constituants de l'écart au moyen de techniques statistiques, ce que ne permettaient pas jusqu'ici les sources de données existantes sur les salaires dans la fonction publique. Les articles présentés dans ce dossier exploitent tout trois une base de données nouvellement disponible (le Système d'information sur les agents des services publics (SIASP)), particulièrement adaptée par son exhaustivité et la fiabilité des données individuelles collectées. Ces informations permettent, pour la première fois, de mener une analyse détaillée des écarts de rémunération entre les hommes et les femmes dans la fonction publique en tenant compte des caractéristiques fines de l'emploi. Les approches retenues par ces trois études, à la fois complémentaires et très différentes, mettent en lumière des aspects variés des inégalités salariales dans la fonction publique. Malgré leurs différences, il est remarquable de constater qu'elles convergent sur plusieurs messages communs, en premier lieu la confirmation de l'ampleur des écarts de rémunération entre les femmes et les hommes au sein de la fonction publique et, dans l'analyse de ces écarts, la contribution décisive de l'inégal accès entre les hommes et les femmes aux postes de responsabilité.
