Le rôle transformatif des SIC et TIC sur les interfaces multi-acteurs de la distribution et de la logistique

Abstract

La logistique et plus particulièrement la logistique de distribution, notamment lorsqu'on se place dans une perspective de logistique globale ou encore de sypply chain management (SCM), est un terrain propice pour observer et étudier les multiples interactions dynamiques entre technologies de l'information et de la communication (TIC), systèmes d'information et de communication (SIC), choix d'organisation et de stratégie. Quelle est la nature de ces interactions ? Quelles sont les transformations associées à l'introduction de TIC ? Comment les étudier ? Quelles recherches engager sur de tels thèmes ? Comment les conduire ? Telles sont les questions auxquelles nous souhaitons dans ce chapitre apporter quelques éléments de réponse en adoptant volontairement une approche « système d'information », domaine qui, comme la logistique est relativement immature et (encore) très « technologically driven ». Plus qu'un « état de l'art » de la recherche, nous souhaitons ouvrir des perspectives de recherches futures et encourager des initiatives dans ces domaines en plein développement. Avec une clé d'entrée managériale, valorisant plus de quinze années d'observations et de recherches dans le domaine de la logistique et plus particulièrement des systèmes d'information logistiques, nous commençons (§ 1) par montrer que les TIC ont toujours représenté une opportunité pour tenter de réaliser les rêves logistiques et qu'elles ont accompagné et encouragé le développement d'innovations logistiques. Ensuite (§ 2), nous analysons comment la mise en acte des TIC et SIC transforme les organisations logistiques, les modes de pilotage, les stratégies, donc les interfaces entre acteurs. Enfin (§ 3), nous nous interrogeons sur ce que veut dire « faire de la recherche » sur ce thème, ce qui débouche sur un questionnement à caractère épistémologique et méthodologique. En tant que membre du groupe organisateur du séminaire Faire de la recherche en logistique et distributions ? et coordonnateur de l'ouvrage, nous avons choisi de privilégier la reliance avec l'ensemble des auteurs de cet ouvrage ; nous inciterons donc souvent le lecteur à se référer aux autres chapitres. Nous avons aussi choisi de valoriser le travail préparatoire au séminaire et ferons donc référence aux articles fournis en lectures préalables au séminaire qui renvoient directement ou indirectement à notre thématique.
