Abstract

La plupart des produits agricoles passent par un, voire plusieurs stades de transformation avant la consommation finale. Les marchés des produits agricoles transformés sont cependant rarement intégrés explicitement dans les études sectorielles d'évaluation des politiques agricoles, alors que leur existence n'est pas neutre au regard des résultats des interventions menées. Cette étude propose un cadre d'analyse permettant de mettre en évidence les effets dus à ces marchés de produits transformés, à partir de deux modèles d'équilibre général, l'un ou le produit agricole est considéré comme un bien de consommation finale, l'autre où il est considéré comme un bien intermédiaire entièrement utilisé par un secteur de transformation alimentaire. On compare alors, dans les deux modèles, l'efficacité relative de trois instruments (transfert découplé, aide directe couplée et prix garanti) pour un objectif donné de transfert de revenu vers les agriculteurs.
