Dix ans de politique budgétaire au service de l'euro : l'exemple italien

Abstract

La stratégie macroéconomique mise en œuvre en Italie, durant la dernière décennie, s'apparente quelque peu aux politiques d'ajustement structurel prônées par le Fond monétaire international et par la Banque mondiale. La combinaison de mesures budgétaires et monétaires restrictives, de dépréciation du taux de change et de privatisations a été l'objet de controverses. La dépréciation contrastait avec l'engagement de participation au SME ; la politique monétaire de désinflation, jugée trop ambitieuse, a engendré une crise de crédibilité aggravant temporairement la charge de la dette ; enfin l'ampleur de la restriction budgétaire a été critiquée pour avoir pénalisé la croissance, l'emploi et les revenus (...).
