Abstract

Este Documento de Trabajo ofrece una metodología de evaluación (monitoreo, seguimiento y evaluación) de una eventual política que esté orientada a hacer estratégica la gestión del talento humano en el sector público colombiano. Estos lineamientos se enfocan en brindar los elementos necesarios para evaluar el alcance de una serie de recomendaciones, presentadas en documentos anteriores (Ver Documentos de Trabajo 18 y 26), que tienen como fin fortalecer el rol actual de la gestión de personas en las organizaciones públicas. Este documento ofrece una metodología integrada de monitoreo, seguimiento y evaluación para una eventual política de gestión del talento humano. Este documento de trabajo es producto de las actividades desarrolladas como parte del proyecto de investigación titulado "Proyecto de investigación para formular las bases del diseno, implementación y evaluación de una política integral, que promueva la innovación y la efectividad en la administración gestión del talento humano en el sector público" financiado por la Escuela Superior de Administración Pública ESAP, con el apoyo del Departamento Administrativo de la Función Pública DAFP y Colciencias. ***** This working paper provides an evaluation methodology for an eventual policy aimed at making more strategic the human capital management of Colombian public organizations. These guidelines focus on providing the necessary elements to assess the recommendations contained in previous documents (See Working Paper EGOB 18 and 26) aimed at strengthening the role that human capital management plays within the public sector. This document provides an integrated methodology of monitoring, tracking and evaluation for a future substantive public policy on this topic. This working paper is the result of a research project funded by the Higher School of Public Administration (ESAP by its Spanish acronym), with the support of the Administrative Department of Civil Service (DAFP by its Acronym in Spanish) and the Administrative Department for Science and Technology of Colombia (COLCIENCIAS).
