Infraestructura regional y pobreza rural

Abstract

Este estudio se concentra en los retos y dificultades asociados con el desarrollo de la infraestructura vial regional en Colombia. La primera parte ilustra el vínculo estrecho que existe entre pobreza, ruralidad, aislamiento geográfico y densidad vial terciaria. La segunda parte analiza la evolución de la inversión en vías secundarias y terciarias durante las últimas décadas, tras la reasignación de competencias a los municipios y departamentos y la eliminación del Fondo Nacional de Caminos Vecinales y muestra que la magnitud de los esfuerzos para suplir las necesidades de calidad y cobertura, que se compara en forma muy desfavorable con experiencias como la peruana, donde la política de inversión en infraestructura regional ha sido evaluada como exitosa para la reducción de la pobreza y la inequidad. Por último, la tercera sección del estudio contiene las propuestas de política y los ajustes a la institucionalidad que se requerirían para aumentar sustancialmente los montos de inversión en infraestructura regional de transporte y mejorar al mismo tiempo la calidad de esa inversión y la eficiencia con la cual se ejecuta, contribuyendo de esta manera a la reducción de la pobreza y la desigualdad regional.
