Infraestructura de transporte en Colombia

Abstract

Colombia necesita adoptar una agenda estratégica para poder atender el rezago en que se encuentra el sector de infraestructura de transporte. Dos reformas largamente aplazadas son determinantes para el éxito de esa agenda: Primero, aprovechar la oportunidad que representa la agenda de Cambio Climático para hacer la infraestructura de una manera más consistente con nuestra geografía. Segundo, desarrollar las instituciones que acompanan el desarrollo físico de la agenda de transporte. Estas se han convertido en obstáculo para la buena planeación, el desarrollo adecuado de los proyectos de infraestructura y la gestión de su funcionamiento regular, especialmente de la infraestructura vial regional.
