Canales de búsqueda de empleo en el mercado laboral colombiano 2003

Abstract

RESUMEN En este documento se estudian los canales de información más utilizados en el mercado laboral colombiano. Se inicia esbozando la teoría de la información y su relación con la búsqueda de empleo. Continúa con el análisis de la relación entre la búsqueda de empleo y las redes o canales de información. En seguida, se exponen algunos modelos clásicos de búsqueda. Posteriormente, se da sustento empírico a lo planteado estudiando los canales concretos de búsqueda que utilizan los trabajadores colombianos. Se utiliza la información de la Encuesta de Calidad de Vida (ECV) del Departamento Administrativo Nacional de Estadística (DANE) aplicada en el año 2003. Se encontró que el canal más utilizado para conseguir empleo en el mercado laboral colombiano es el pedido de ayuda a familiares, amigos o colegas, lo cual le da mayor relevancia al uso de los canales informales frente a los formales. Este predominio de los canales informales muestra que el mercado laboral colombiano no se ha institucionalizado suficientemente, razón por la cual se encuentran grandes deficiencias en el proceso de intermediación laboral. El Centro de Información para el Empleo (CIE) del Servicio Nacional de Aprendizaje (SENA) constituye el canal formal que menor tiempo de búsqueda medio reporta, lo cual sugiere que es un mecanismo eficaz como intermediador del mercado laboral colombiano, dado que su política de seguimiento de casos permite reducir efectivamente la asimetría de información, tanto por el lado de la oferta como de la demanda. ABSTRACT This document presents a study of the information channels which are most used in the Colombian labour market, beginning with an outline of the information theory and its relation to the search for employment, and continuing with an analysis of the relationship between the search for employment and the information networks or channels. Subsequently, a number of classical search models are presented, and then empirical support is offered for the proposal, studying the concrete search channels which Colombian workers use. Information from the Survey on the Quality of Life (ECV) of the National Statistical Administration Department (DANE), applied in 2003. It was found that the channel most sed to obtain employment in the Colombian labour market is that of asking families, friends or colleagues for help, which gives greater justification to the use of informal channels as opposed to formal ones. This emphasis on informal channels shows that the Colombian labour market has not become sufficiently institutionalized, for which reason there are large deficiencies in the process of employment mediation. The Employment Information Center(CIE) of the National Apprenticeship Service (SENA) has the formal channel which reports the lowest search time, which suggests that it is an efficient mechanism as a mediator in the Colombian labour market, in view of the fact that its policy of following up cases allows the effective reduction of distorted information, from the aspect of supply as well as demand.
