Coordinación de los Sistemas Agroalimentarios en Argentina y Capacidad de Desarrollar la Competitividad a Medida

Abstract

La inserción internacional de las cadenas de valor agropecuarias con productos de alto valor agregado requiere del buen funcionamiento y orientación hacia la “competitividad a medida” (Ardila y otros, 2019) de los sistemas agroalimentarios en los que operan. Además del buen desempeño de los distintos componentes del sistema –productores primarios y secundarios, proveedores, servicios laterales, I+D, infraestructura, entre otros– es crucial la coordinación entre sus actores privados y de éstos con los públicos para identificar y priorizar acciones y políticas. En este trabajo, describimos y analizamos el funcionamiento de tres sistemas agroalimentarios en Argentina, limón, carne porcina y productos lácteos, en términos de sus participantes, organización e interacción. Encontramos una amplia disparidad en el grado de desarrollo de la competitividad a medida entre los distintos sistemas estudiados, siendo mayor en limón, menor en lácteos e incipiente en cerdos. Atribuimos esta disparidad a los distintos grados de coordinación que exhiben respectivamente. Un sistema agroalimentario coordinado forja una visión sectorial construyendo una agenda y un diálogo fértil entre los actores relevantes. También logra una mayor efectividad y compromiso de las agencias del Estado encargadas de la implementación de políticas públicas –entre ellas, calidad, investigación, regulación y política comercial-. En este sentido, la acción del Estado debería encontrar formas de asistir al sector privado para lograr dicha coordinación.
