Österreichische Entwicklungspolitik 2014. Die Post-2015 Agenda. Reform oder Transformation?

Abstract

Die Post-2015 Agenda umfasst den komplexen Prozess die Millennium Development Goals (MDGs) mit den Sustainable Development Goals (SDGs) zu einem neuen internationalen verbindlichen Referenzrahmen für die künftige globale Entwicklung zu formulieren. Die Ziele sollen jedoch universell sein und somit auch von den Industrieländern umgesetzt werden. Die Vorbereitung dieses Prozesses ist bereits in vollem Gang und versucht eine möglichst breite Einbindung aller AkteurInnen. Die Zusammenführung der verschiedenen Ansätze und Positionen soll bis zum Herbst 2015 abgeschlossen sein. Dabei sind die Positionen derzeit noch sehr gegensätzlich. Während die "ReformerInnen" davon ausgehen, dass mit Ergänzungen der Zielkataloge, institutionellen Reformen und neuen Definitionen von "Öffentlicher Entwicklungshilfe" ein neuer Bezugsrahmen für eine globale faire Entwicklung erreichbar sei, fordern andere AkteurInnen und WissenschafterInnen eine fundamentale sozial-ökologische und ökonomische Transformation, um dem Anspruch der Nachhaltigkeit auch nur ansatzweise entsprechen zu können. Die Publikation "Österreichische Entwicklungspolitik 2014" versucht daher dieses Spannungsfeld aufzugreifen und mit Hilfe von Beiträgen renommierter AutorInnen aus verschiedenen Bereichen und Disziplinen zu beleuchten. (Richard Manning, Inge Kaul, Oliver Consolo, Liane Schalatek, Magdalena M. Holztrattner, Ulrich Brand, Johannes Trimmel und Michael Obrovsky).
