Abstract

Intensifying climate impacts in vulnerable regions, such as ASEAN, demand accelerated adaptation efforts to build resilience and foster climate-smart development. Southeast Asia is increasingly demonstrating its capacity to generate and share transferable best practices through advanced initiatives, including smart agriculture, dedicated climate finance for adaptation, and the integration of climate-smart infrastructure. This report, developed following a regional workshop on climate-smart and resilient development, highlights the key building blocks and enabling conditions essential for strengthening climate resilience across ASEAN Member States. It introduces advanced modelling tools to support comprehensive climate-risk assessments and strategically guide investments in resilient infrastructure. The report also presents twelve in-depth country case studies in the agriculture and natural resource management sectors, distilling critical lessons from pioneering investment approaches. These insights aim to enhance the capacity of countries and communities to implement effective strategies that advance climate-resilient development and sustainable growth.
