Abstract

Die deutsche Wirtschaft zeigt seit Mitte des Jahres 2000 keinerlei Aufwärtstendenzen. Die Investitionstätigkeit ist in den letzten Jahren stark eingebrochen und in Verbindung mit der ausgeprägten Arbeitsmarkt- und Konsumschwäche kamen aus dem Inland keine Wachstumsimpulse. Im Gegensatz zu den letzten Jahren bremst in diesem Jahr zusätzlich die Außenwirtschaft das deutsche Wachstum ab, so dass die wirtschaftlichen Aktivitäten insgesamt auf der Stelle treten. Diese Stagnation geht Hand in Hand mit einer schwachen Weltwirtschaft. Für das kommende Jahr wird hingegen mit einer deutlichen Erholung der globalen Aktivitäten gerechnet. Dies wird auch die Konjunktur in Deutschland beleben. Zusammen mit den angekündigten Reformen wird damit das Investitions- und Konsumwachstum gestärkt, jedoch nicht in einem ausreichenden Maße. Es gibt noch zu viele unbekannte Größen in den verschiedenen Reformkonzepten. Das nach wie vor moderate Wachstum des realen Bruttoinlandsprodukts in Höhe von 1¾ Prozent im Jahr 2004 spiegelt diese Unsicherheiten wider. Dabei wird es letztlich auch zu keiner Erholung am Arbeitsmarkt kommen. Bei einer stagnierenden Beschäftigung wird die Arbeitslosigkeit im nächsten Jahr bei knapp 4,4 Millionen Personen verharren.
