Was ist zu tun? Wirtschaftspolitische Agenda für die Legislaturperiode 2002 bis 2006

Abstract

Der Band enthält die Beiträge zu einer gemeinsam vom Europäischen Zentrum für Staatswissenschaften und Staatspraxis (EZ) der FU, HU und TU Berlin und vom RWI durchgeführten Konferenz zur wirtschaftspolitischen Agenda für die Legislaturperiode 2002 bis 2006. Die Veranstaltung schließt an eine Tagung vor vier Jahren an und versucht, zu einer Reihe - nicht nur - wirtschaftspolitischer Problemfelder Stellung zu nehmen. Ziel der Beiträge sollte es sein, aufbauend auf einem fundierten Problemaufriss konkrete Handlungsanweisungen zu geben. Das Spektrum der behandelten Themen war so gewählt, dass der Gestaltungsbedarf weit über das hinausgeht, was in der Tagesdiskussion Aufmerksamkeit für sich reklamiert. Naturgemäß können nicht alle Themen und Bearbeitungen in gleicher Weise Interesse und Originalität beanspruchen, wohl aber, dass sie sehr fokussiert auf konkret Umsetzbares für die nächsten vier Jahre hinweisen. Allerdings sollten wir uns auch keine Illusionen darüber machen, dass es recht rasch zu einem Wechsel der Problemlagen und Handlungsmöglichkeiten kommen kann, wie ein Blick auf die Reform der sozialen Sicherungssysteme neuerdings belegt. Die hier wiedergegebenen Beiträge entwertet dies aber nicht, denn sie können mindestens als Prüfsteine zur Beurteilung der Vorschläge dienen. An den weiterhin bestehenden grundsätzlichen Herausforderungen besteht jedenfalls kein Zweifel. Der Leser wird nicht mit allem, was - zum Teil bewusst pointiert - vorgetragen wurde, übereinstimmen, aber er wird mit Sicherheit für längere Zeit Gültigkeit behaltende Anregungen zur Bildung seiner eigenen "Agenda" finden.
