Projektbasierte Grundlagenforschungsförderung im internationalen Vergleich. Implikationen für eine Exzellenzinitiative in Österreich

Abstract

Beruhend auf einem Literatursurvey wurden wesentliche Merkmale der projektbasierten Grundlagenforschungsförderung identifiziert, die sich potentiell auf Qualität, Quantität und Richtung von Forschungsergebnissen auswirken können, wie z. B. Förderhöhe, -design und -kriterien. Dieser Merkmalskatalog ermöglicht einen systematischen Vergleich der Fördertätigkeit der größten Wissenschaftsfonds in den USA (NIH und NSF), dem Vereinigten Königreich (UKRI), Deutschland (DFG), den Niederlanden (NWO), der Schweiz (SNF) und Österreich (FWF). Wesentliche Unterschiede zeigen sich z. B. hinsichtlich des Anteils an der gesamten Forschungsfinanzierung, des Förderportfolios, der Erfolgsquoten, Losgrößen, Auszahlung indirekter Projektkosten und Beurteilungskriterien. Aus dem Vergleich können Implikationen für die Ausgestaltung einer österreichischen Exzellenzinitiative abgeleitet werden.
