Auswirkungen der EU-Osterweiterung auf Österreichs Regionen. Aufgrund der Branchenstruktur regional unterschiedliche Integrationsfolgen

Abstract

Die EU-Osterweiterung wirkt sich nicht in allen Regionen gleichermaßen aus. Diese Einschätzung basiert auf Analysen über die Branchenstruktur und die Standortfaktoren von Regionen. Aus verschiedenen Ansätzen zur (regionalen) Wachstumstheorie wurden regionale Entwicklungsdeterminanten abgeleitet und ihr Einfluss auf das Wachstum der Wirtschaft in den österreichischen Regionen geschätzt. Dabei wurden neben Regionen, die überwiegend Vorteile beziehen, auch solche identifiziert, in denen sich der Wettbewerbsdruck auf die Unternehmen deutlich verstärken wird. Der regionale Strukturwandel wird durch die Ost-Erweiterung nicht in andere Richtungen gelenkt, sondern möglicherweise etwas beschleunigt. Regionen, in denen die Wirtschaftsstruktur von humankapitalintensiven Unternehmen dominiert wird, sind überwiegend begünstigt, während sich für ländliche Grenzregionen Nachteile ergeben; dabei sind jedoch durchwegs dramatische Negativfolgen auszuschließen. Strukturpolitische Strategien zur Vorbereitung auf die EU-Erweiterung erscheinen – nicht nur für Regionen mit Strukturnachteilen – zweckmäßig.
