Abstract

This paper shows through the combination of output-orientated data envelopment analysis (DEA) with the calculation of Malmquist indexes that the obvious and persistent differences in growth and levels of per capita income and labour productivity between the German states are less caused by different capital intensities but by differences in total factor productivity. The decomposition of the growth rates of total factor productivity substantiates that the newly-formed states but also some old states stagnate with regard to technical progress, and their technical efficiency, whose increase could be the engine of catching-up processes, is even declining. Furthermore, it can be shown by simple correlation analyses that the growth rates of total factor productivity and their components are associated to a high degree, on the one hand, with the innovation activities of the German states, and, on the other hand, with their technological and economic specialisations.
