Innowacyjność przedsiębiorstw przemysłowych w latach 2015–2022. Mierniki i ocena w Polsce

Abstract

Celem głównym artykułu jest dokonanie oceny kształtowania się innowacyjności (aktywności innowacyjnej) przedsiębiorstw przemysłowych w Polsce w latach 2015–2022. Zasadnicze pytanie badawcze brzmi: Czy w badanym okresie nastąpił wzrost poziomu innowacyjności tych firm? Celem pomocniczym, choć najważniejszym naukowo, było wypracowanie zbioru mierników poziomu innowacyjności tych firm. W artykule zaproponowano formułę syntetycznego, zbiorczego miernika poziomu innowacyjności przedsiębiorstw przemysłowych, a następnie zbadano kształtowanie się wartości tego miernika w badanym okresie. Okazało się, że utrzymywała się stagnacja innowacji w polskim przemyśle. W końcówce tego okresu nastąpiła minimalna poprawa poziomu innowacyjności przedsiębiorstw, choć przełomu jeszcze nie widać. Wielce pozytywnym zjawiskiem było wyraźne zwiększenie nakładów na B+R i liczby personelu badawczo-rozwojowego w przedsiębiorstwach. Głównym hamulcem wzrostu aktywności innowacyjnej przedsiębiorstw był natomiast dramatyczny spadek ich nakładów na tę działalność. Wydaje się, że zasadniczym powodem owego załamania była zapaść inwestycyjna w całej gospodarce, czego przyczyną był z kolei głęboki spadek stopy inwestycji w latach 2015–2022.
