Rola specjalnych praw ciągnienia we współczesnym międzynarodowym systemie walutowym

Abstract

Celem artykułu jest analiza czynników kształtujących zakres wykorzystania specjalnych praw ciągnienia (Special Drawing Rights – SDR) jako składnika oficjalnych aktywów rezerwowych oraz ocena możliwości oparcia reformy międzynarodowego systemu walutowego na zwiększeniu roli SDR. Analiza przeprowadzona w artykule dowodzi, że zastosowanie SDR jako składnika oficjalnych rezerw walutowych jest znikome i najprawdopodobniej pozostanie marginalne, ze względu na występowanie wielu barier uniemożliwiających uczynienie z nich pieniądza międzynarodowego. Zidentyfikowano dwie grupy barier dla zwiększenia roli SDR w międzynarodowym systemie walutowym: bariery tkwiące w specyfice tych aktywów oraz bariery związane z trendami rozwojowymi międzynarodowego systemu walutowego, z których za najbardziej istotne uznano wzrost znaczenia i międzynarodowego wykorzystania waluty Chin oraz utrzymującą się pozycję dolara amerykańskiego jako dominującej waluty międzynarodowej. W związku z istnieniem tych ograniczeń, w artykule wskazano na brak możliwości oparcia reformy międzynarodowego systemu walutowego na zwiększeniu roli SDR. Zastosowane metody badawcze obejmują analizę danych statystycznych dotyczących oficjalnych aktywów rezerwowych i międzynarodowego wykorzystania walut krajowych, a także analizę porównawczą i studium literatury przedmiotu.
