Desarrollo industrial y exportaciones industriales

Abstract

El presente trabajo se refiere a uno de los problemas del desarrollo que, por eso mismo i.e. su naturaleza se ubica en el largo plazo que implica cambios estructurales y compromete un horizonte temporal bastante amplio. Por lo mismo, el enfoque, la percepción de urgencias (prioridades) así como la evaluación de instrumentos de política deben diferir. Aunque no prescindir de las restricciones y preocupaciones del corto plazo que, legítimamente, preocupan y aún dominan en una situación de crisis. Más aún si ésta es profunda y prolongada como la que experimentamos desde fines de la década de los 70. En efecto, la estabilización y el ajuste estructural se refieren al desempeño de la economía, dadas las condiciones estructurales básicas que definen su capacidad productiva así como su eficiencia y su equidad distributiva. En cambio, las preocupaciones del Desarrollo son, justamente, las de modificar (mejorándolas sustancialmente) las estructuras productivas y los mecanismos distributivos. A través del desarrollo, que es un proceso de carácter acumulativo, se trata de incrementar y diversificar la capacidad productiva y su utilización, con el mayor beneficio social; es decir, se trata de elevar los niveles de eficiencia y de equidad social.
