Abstract

Az Indulatos röpirat a gazdasági átmenet ügyében című könyv számos kérdéssel foglalkozott, amelyek közül ez a tanulmány kettőt értékel. A tulajdonreformnak többféle alternatív stratégiáját támogatták az idő tájt. Az A stratégia szerves fejlődést ajánlott: az alulról jövő, új vállalatok piacra lépését segítő feltételek megteremtését, az állami vállalatok eladását, az osztogatás megakadályozását és a költségvetési korlát megkeményítését. A B stratégia az állami tulajdon gyors felszámolását hangsúlyozó gyorsított privatizációt javasolt. Ennek fő eszközei a tulajdon ingyenes osztogatása (vócserprogrammal), illetve átadása a vállalatvezetésnek. A Röpirat az A stratégiát javasolta, míg a nyugati közgazdászszakma többsége a B stratégiát támogatta. Úgy tűnik, a tapasztalat az A stratégia fölényét igazolta. A szerző kevésbé elégedett azokkal a javaslatokkal, amelyek a könyvben a stabilizációs programra vonatkoznak. Ezek fő gyengéje, hogy a rövid távú kiigazítás egyoldalúan nagy figyelmet kapott, a fenntartható növekedéshez nélkülözhetetlen mély intézményi változások alapos tárgyalása nélkül.
