Rezsimváltó tulajdonoscserék Magyarországon, 2010-2025
[The politics of ownership: state asset reallocations and regime change in Hungary (2010-2025)]

Abstract

Az elmúlt 15 évben Magyarországon az államosítás és a privatizáció az állami vagyonnak csaknem felét érintette. Így a tulajdonváltozások egy új politikai-gazdasági berendezkedés kiépítésének fontos elemeivé váltak. Ezt a szerepet úgy tudják betölteni, hogy az államosítás szervesen összekapcsolódik a magánkézbe adással, megjelenik egy újfajta, tékozló privatizáció és egy új típusú, az állami és a magánszféra határán álló tulajdonlás, a politikai tulajdon. Az érintett szervezetek nem egyszerűen kormányzati támogatást kapnak, hanem létrejöttüket, növekedésüket és zsugorodásukat vagy megszűnésüket is diszkrecionális politikusi döntések szabják meg. E változások hatóköre vitatott, de az biztos, hogy a tulajdonoscserék és a hozzájuk kapcsolódó hatósági-szabályozási intézkedések a háztartási fogyasztás alapvető piacain monopol- és oligo pol hely ze te ket alakítottak ki, és hatásuk tovagyűrűzik a vállalkozások szélesebb köreire. Mindennek alapján az elmúlt másfél évtized államosítási és privatizációs lépéseit - egy új fogalommal - rezsimváltó tulajdonosváltásként jellemezhetjük, ami a lényeges különbségek dacára az 1990-es évek rendszerváltó privatizációjával rokonítható.
