Munkanélküliek piaci munkakínálata és a munkanélküliségi mérőszámok értékelése
[Labour market supply of the unemployed - evaluation of the indicators of unemployment]

Abstract

A tanulmány a magyar munkanélküliek munkavállalási hajlandóságát elemzi. A munkavállalási hajlandóságot a becsült piaci munkakínálattal jellemezzük. Először Oaxaca tényezőkre bontásos módszere segítségével megvizsgáljuk a foglalkoztatottak és a munkanélküliek ledolgozott munkaidejében mutatkozó eltéréseket. Az átlagos foglalkoztatott csaknem kétszer annyi ideig dolgozik, mint a munkanélküli, s a különbség döntő hányadát annak tulajdoníthatjuk, hogy a munkanélküli ki van zárva a munkaerőpiacról. Másodszor, a foglalkoztatottakra vonatkozó munkakínálati becslés segítségével a nem foglalkoztatott egyénekhez rendelünk ledolgozni kívánt munkamennyiségeket. Mindkét becslés arra utal, hogy a munkanélküliség elsődleges okai közül kizárhatjuk a munkanélküliek gyenge munkavállalási hajlandóságát, tehát egy aktív foglalkoztatáspolitika jelentős szerepet játszhat a munkába állásuk előtt álló akadályok megszüntetésében. Harmadszor, a második munkakínálati becslésre támaszkodva, megvizsgáljuk egyes munkanélküliségi mérőszámok teljesítményét. Az ILO munkanélküliségi ráta sem vethető el, de a regisztrált és a biztosított munkanélküliségi hányad segítségével sikeresebben azonosíthatók az erőteljes munkavállalási hajlandósággal rendelkező munkanélküliek.
