Le esperienze italiane di misure di contrasto alla povertà: che cosa possiamo imparare?

Abstract

Questo articolo presenta una ricognizione mirata delle principali misure nazionali e regionali di contrasto alla povertà introdotte in Italia negli ultimi 15 anni, allo scopo di trarne insegnamenti utili al disegno di un nuovo, credibile piano contro la povertà. Tale intervento dovrebbe essere: nazionale; improntato all’universalismo selettivo; basato su un trasferimento monetario che porti il reddito delle famiglie a una soglia considerata decorosa; affiancato da misure di sostegno sociale e attivazione al lavoro. A questo scopo muoviamo da una griglia di policy questions che attengono, da un lato, a caratteristiche basilari di una misura di contrasto della povertà, dall’altro, ad aspetti cruciali della sua implementazione e valutazione. Sulla base delle evidenze riscontrate nella ricognizione, delineiamo e discutiamo le indicazioni salienti per un ambizioso, ma attuabile piano nazionale di contrasto alla povertà.
