Funzioni di domanda ed implicazioni di policy: un’applicazione al caso del Reddito di Garanzia

Abstract

Uno degli obiettivi dell’introduzione di politiche contro la povertà è quello di incrementare il consumo da parte delle famiglie beneficiarie di alcuni tipi di beni particolarmente importanti, come il cibo. L’obiettivo di questo paper è mostrare come lo studio delle funzioni di domanda per beni di consumo, attraverso la stima di Curve di Engel, renda possibile fornire una previsione del possibile effetto sul consumo di questi beni, ancor prima che una misura rivolta ad aumentare le risorse disponibili da destinare alla spesa venga introdotta. Attraverso l’analisi del comportamento di consumo di un campione di famiglie beneficiarie del Reddito di Garanzia nella Provincia di Trento e basata su dati precedenti l’introduzione di questa misura, troviamo evidenza che, se da un lato il cibo rappresenta una necessità per la maggior parte delle famiglie beneficiarie, dall’altro esso rappresenta un lusso per il 9% delle famiglie straniere. Ciò suggerisce che queste ultime incrementeranno la quota di risorse
