Unternehmerische Anreize zur Teilnahme an Labelling- und Qualitätssicherungsprogrammen auf heterogenen Lebensmittelmärkten

Abstract

Food labelling has become a major element of food policy. The growing importance of the topic is associated with a large variety of labels which refer to very different characteristics of foods and are linked to a growing number of quality assurance schemes. The economics of labelling is still far from being comprehensive and, thus, a rational design of labelling policies remains difficult. Largely unknown is the extent to which the participation in individual food labelling schemes is attractive to processors and how important the determinants of participation are. This question is considered here. After an introduction to the economics of labelling, we elaborate what determines the price premium from participation in a labelling and quality assurance scheme and under which conditions participation is welfare-increasing for agribusiness firms. We show then in a hedonic analysis based on data from the German GfK Consumer Panel to what extent existing label and quality assurance programs raise consumers' willingness to pay and provide incentives for participation. Positive price premia are a precondition for a welfare gain, but it depends on governmental regulation and the rules of third-party certification whether participation and quality assurance pays for agribusiness firms. Die Kennzeichnung von Lebensmitteln ist zu einem viel diskutierten Element der Ernährungs- und Verbraucherpolitik geworden. Dabei existiert eine große Vielfalt von Labels, die auf sehr verschiedene Eigenschaften der Lebensmittel ausgerichtet und mit unterschiedlichsten Instrumenten der Qualitätssicherung verknüpft sind. Über die Wirkungen der Vielzahl von Labels bestehen noch unzureichende Erkenntnisse, und dies erschwert eine zielgerichtete Ausgestaltung der politischen Rahmenbedingungen. Nach einem einführenden Überblick über die Ökonomik des Labellings wird in diesem Beitrag herausgearbeitet, welche Anreize Labelling- und Qualitätssicherungsmaßnahmen von Seiten des Staates und unabhängiger Institutionen bieten und unter welchen Bedingungen eine Teilnahme an diesen Programmen wohlstandssteigernd für Unternehmen der Ernährungswirtschaft ist. In einer hedonischen Analyse von Daten des GfKVerbraucherpanels wird dann aufgezeigt, dass die meisten bestehenden Labelling- und Qualitätssicherungsprogramme zu einem Preisaufschlag führen und die marginale Zahlungsbereitschaft der Verbraucher erhöhen. Diese Preisaufschläge sind eine notwendige Voraussetzung für einen Wohlstandsgewinn. Ob sie gleichzeitig die Grenzkosten der Programmteilnahme kompensieren können, ist stark von der Ausgestaltung der Regulierungen zur Lebensmittelkennzeichnung abhängig.
