La construction d'un outil de mesure de la performance des réseaux interorganisationnels : une étude des réseaux d'acteurs portuaires

(VF)Dans le cadre de structures interorganisationnnelles non centrées, où aucun des acteurs ne dispose d’un réel pouvoir de contrôle, la construction d’un outil de mesure de la performance globale est un exercice délicat. Dans un tel contexte, il apparaît essentiel de s’appuyer sur les attentes des différentes parties prenantes afin de mettre en évidence les enjeux en présence. Cet article, à partir d’une étude des places portuaires, propose un ensemble de dimensions et axes de performance susceptible de constituer l’architecture de base d’un instrument de pilotage de la performance de ces réseaux.(VA) Within the framework of uncentered interorganizational networks, where none of the stakeholders has real control, the construction of a tool for overall performance measurement is a tricky undertaking. In such a context, it seems essential to lean on stakeholders’ expectations to highlight the challenges involved. Based on a study of ports, this article proposes a set of performance dimensions and axes which could constitute the basic architecture of a tool for piloting the performance of such net-works.
