La corrupción extractiva en Colombia 2000-2011

Abstract

¿Qué impacto tienen los ingresos provenientes de la extracción de recursos naturales sobre el número de investigaciones disciplinarias relacionadas con casos de corrupción en Colombia? Con la construcción de un panel balanceado para 1091 municipios en el periodo 2000-2011 y usando la metodología de diferencias en diferencias (Dif-Dif) se encontraron efectos opuestos y significativos en los municipios productores de los principales recursos naturales extraídos en Colombia: petróleo y carbón. Por un lado, un aumento de un 1 % en los precios internacionales del petróleo, incrementó en un 11% el número de casos promedio relacionados con corrupción investigados por la Procuraduría General de la Nación (PGN); por otro lado, un aumento de un 1 % en los precios internacionales del carbón redujo en un 1,5 % el número de casos investigados por la misma entidad.
