Umfang der Kurzarbeit steigt in Coronakrise auf historischen Höchststand

Abstract

Im Zuge der Coronakrise greifen Unternehmen in historisch großem Maße auf Kurzarbeit zurück. Da offizielle Statistiken zur Kurzarbeit nur mit erheblicher zeitlicher Verzögerung verfügbar sind, hat das ifo Institut eine Schätzung auf Grundlage der monatlichen ifo Konjunkturumfrage entwickelt, die bereits zum Ablauf des jeweiligen Monats zur Verfügung steht.1 Die aktuellen Ergebnisse deuten auf einen massiven Einsatz der Kurzarbeit hin, der allerdings am aktuellen Rand bereits wieder rückläufig sein dürfte. Insgesamt dürften im Mai 7,3 Mio. Personen und im Juni 6,7 Mio. Personen in Kurzarbeit gewesen sein. Allein durch Kurzarbeit dürfte das Arbeitsvolumen aller sozialversicherungspflichtig Beschäftigten im Juni um ein Zehntel geringer ausgefallen sein als üblich. Obwohl Kurzarbeit in fast allen Branchen und Regionen stark zum Einsatz kommt, sind deutliche Unterschiede in deren Entwicklung erkennbar. So dürfte der Umfang der Kurzarbeit vor allem im Handelsgewerbe und einigen Dienstleistungsbereichen bereits deutlich rückläufig sein. Im Gegensatz hierzu könnte die Kurzarbeit im Verarbeitenden Gewerbe im Juni nochmals leicht gestiegen sein und dürfte in den kommenden drei Monaten, wenn überhaupt, nur langsam zurückgehen.
